Conformance and Compliance what is the difference

What is the difference between compliant and conformance.  Many people have questions as to what the differences between compliance and conformance.  In compliance the protocol  rules are followed but not necessarily to the exact standards that they are written, while conformance means the units have been tested to the rules and have met all of the standards.

When purchasing the DCC equipment and decoders you look for the NMRA Logo which says the decoder complies to standards that have been set.  Many companies meet the compliant requirement however they do not or have not met the testing standards to achieve a conformance warrant.

A decoder for equipment that meets the conformance standards of the NMRA will operate correctly on all systems that use the DCC protocols as set by the NMRA

The LENZ equipment is placed in testing with the NMRA and the strict testing rules to meet the conformance standards.  LENZ  decoders are placed in testing to meet the NMRA standards.  Should the decoder fail the testing corrections are made in the decoder and then submitted for retesting. 

Very to few decoders meet the NMRA standards, and are issued a warrant of conformance.

Many manufacturers will advertise they are  compliant to the NMRA standards however they do not conform  to the full standard.
